Scrolling will toggle the parallax effect used with the android system wallpaper. It will be in effect if your desktop is larger than the wallpaper size, though the system WP size varies according to manufacturers…
Width and height are precisely used to set the size of the system wallpaper, hence putting values larger than the screen width should allow the wallpaper to scroll when you scroll the screen.
