You can use apps to keep a offline copy of the api
I’m using offline browser, and it also helps me when I don’t have WiFi

You can also view cached versions of the site from Google depending on what you need from the site. Might be a pain to navigate like that but if you need access now it would work.

I usually notice the failure before to read such post, since the lack of Internet connection prevent me to access g+ 😉
Regarding mirroring I can provide an archive for the API, but that’s a more complicated for the wiki: it need to be copied then made read-only to avoid conflicting edit.
Maybe I can setup a rsync server.
