You wouldn’t be in the launcher to open it if you had a an application open.
You can have a floating desktop though, which I think you could overlay on top of an app if you used Tasker or something to do it.

shouldn’t need Tasker for a floating desktop unless your wanting to trigger it when the apps open..
can probably be done with script azwell
Jay M What is the difference between a floating desktop and a home desktop? After start script from tasker I just return to the desktop.
a floating desktop can be shown on top of anything a desktop can only be shown on the launchers homescreen.
looks like its broke 🙁 on oreo anyways
Андрей Зайкин Here’s the help page
lightninglauncher.com – floating_desktop [Lightning Launcher]
Jay M It’s a while since I used one. How would you trigger it if not from a shortcut or action on another home screen?
Jay M Have you got Draw Over Other Apps enabled for LL? It won’t work without it.
yeah permissions granted, it can be triggered by gestures azwell
Oh yes, having looked at the help page again, I remember the drag handles to display it.
I got curious and tryed to trigger a floating desktop by shortcut and the launcher crashes so looks like its definitely broke.
