I suppose you could create other panels in another location and drag and drop them over the first panel, but I’m curious why you’d want to do this in the first place.

Sorry, that won’t work. What about creating a panel close by and and then using the resizing handles to resize it into place?

The trick is to move the item into place and let go quickly. The panel will change in appearance at the point where an item will be placed inside it. If you move the itemnand let go before this happens you can stack them.
