Given the fact that your system seems to be customized (in the image picker, I see no status bar. Am I right to think that it has been hidden through an Xposed module?), I guess that the issue is linked with your ROM and/or plugins, not with Marshmallow. This is difficult for me to reproduce and fix the problem, assuming that it can be fixed in the app.

I noticed this also, and i can reproduce it. No xposed. It happens with huge icon sets. Like “vion”. If you set a huge icon set as standart for a desktop or panel, it takes ages to add an Item.

I took a look at the changelogs.
In v12.7b1/2389 the is the following entry:
“automatically apply the icon pack to newly added icons”
If i remember correctly this extreme delay started with this change log.
