On my non-rooted Samsung Galaxy S4 (Lollipop) the “Expand Notification Tray” action does not work. I have tried activating it via gestures and also just having a lightning action button, neither seem to work. Is there something I’m missing to get this to function?

No. It’s a Samsung thing.
They use a different, private method from other Android devices.

Strange. Either way, I got it to work by using a action to launch a shortcut, which launched a Nova action (the launcher I used previously) which expanded the notifications. Definitely a messy way to do it but it works for me.
Yeah, I’ve heard others do that same thing.
