That’s a bit complicated. What’s difficult is not the blur in itself, but to handle background changes efficiently. The issue is when the background can be modified frequently (live wallpaper, scrolling wallpaper, other items moving behind a pinned panel, widget updated behind a panel, etc.). Not being able to draw a blur efficiently is a no go, because users will start to complain.
