It works as long as the wallpaper size allows it to be scrolled. Adjust your wallpaper dimensions so that it is not horizontal, but be aware that the tool to choose and crop the wallpaper may not allow you to set any ratio…
(use width and height parameters if needeed in the wp section)

So I got it to work. My default for the width and height were both at 0. When I changed the values it started to work. Cool.
