actually no that’s a that’s a cropping issue. it means that it won’t allow you to choose the entire image and that’s why I use es file Explorer to change my wallpaper. . while you still go through the cropping menu at least with es file Explorer you can choose the whole image and not just part of it

because e.g beyond was created with 10.2.1 and i test it with 10.4.1 and still workin fine.
on a oppo find 5 with COLOROS and on a Oneplus One with CM11.

yes the scrolling wallpaper never worked on my device even on day one but then again I never used a wallpaper that had scrolling options either so I don’t know

with all due respect that wallpaper being cropped right there looks like it’ll work nicely even on my screen. but also use the lightning launcher wallpaper setting so you can slide the h/w and fit the wallpaper on the screen without going over
