I do this in two steps: first, export for apk to generate the archive named Template; then rename the template to something more descriptive either from the backup and restore menu, or from file explorer (templates are saved in the lightning launcher directory). It’s useful to come up with some kind of naming convention that indicates that the archive is a template rather than a backup. e.g. starting template file names with a meaningful prefix like “T_”

I backed up the settings on my nexus 5 to Drive. Then copied it back to the same folder on my nexus 7.
Then I imported it. Works fine. That said the installed applications on both devices are very similar.

I agree that the feature is missing some consistency. Maybe what could be done is gather the template and backup features in a single screen, something like two buttons: “Backup” and “Export”. Both things really need to be kept separate, but since they are related this makes sense to group them.
