Just by dragging items past the edges of what you can see on the screen. Once the desktop is larger than can fit on a single screen, in any direction, you’ll get that effect.

Oh hey I made this. Yeah so what I did was turn off snap to pages, turn on fit desktop to items, and enabled diagonal scrolling.
