How do I create a panel in LLX (ver. 10.5.2)? Panels are described in the Wiki, but it doesn’t say how to add one. And there is no “Add Panel” item in the Menu.

There is an add panel item… if you enable expert mode.
Lightning Settings – All Settings – General is where you’ll enable “expert mode”
Panels will no longer be in the expert mode in the next version! (soon)

Thanks to all for quick responses! I have created my first panel. It is full width of the screen. When I fill it up with 10 icons, I cannot scroll further right to add more icons. How can I create a panel with freely-scrolling icons, so I can add more than 10?
Jeff Schallenberg you can either go into edit mode, then you can scroll anywhere, or enable no scroll limit in the settings
From edit mode, long press panel – Panel Settings – Scroll/Zoom Options
