Because some actions cannot be performed safely in the app drawer. Also I don’t think the app drawer should have the same flexibility as the desktop, otherwise it would be a desktop.
(Well in fact it is a desktop, but not exactly…)

Ok, so this is a bug report:
If you make a folder, go to folder settings/items/’+’ you can actually set those gestures 😉
