I have a simple desktop. Panel with five items in it, and two folders.
I’ve tried a variety of pinned combinations but I can’t get the icons in the panel to just simply rotate. The panel rotates which I think is the issue.
I don’t really need the panel but it makes it easier to have all the icons on the bottom the same style.
The panel rotates if the desktop default is to rotate.
To clarify. If rotation is on by default at desktop level, the panel always rotates regardless of its settings.
So to get the effect I want I need to turn rotation on manually for everything except the panel, rather than having rotation as the default and turned off for the panel.
That would be much simpler. Or am I missing something?

How about uncheck the rotation of the panel, but check it in the items inside?

But, you need to uncheck the rotation of the panel itself, not the rotation of the items inside it.
Remember, edit layout in the desktop, long click the panel, customize…
