Tasker could help for this.
Take a look for Tasker in Google Play. With this simple to use tool you can create shot cut icons withthe mentioned function. May be you will have to use variables for different brigjtnesses in one button. A finish solution you can create with power toggles (in Play too).
I dunno how but there’s a script to change the phones audio volume so its probably possible to change the brightness.
