I can ensure that it is full LL, no tasker, no custom widgets…just LL (and some particular pictures 😉 The best is that it is easy, tricky but easy. I made it in just some minutes.
(Note: I needed to swipe from the edges because there is a bug (reported now) which launch the widget. You can swipe from any part of the widget itself)

I’ll post how it is done, but you’ll need to wait one or two days, sorry.
One thing I can say is that this is not compatible with android background, but you can use a picture as a background in a tricky way. (Or just place it in a panel…yes I think it’s a better idea)

Humm… I would say this is a fullscreen panel, with an item with a opaque background on top, with a hole to show the blue indicator behind (which itself in the panel behind). The three shortcuts on top are simple desktop bookmarks.
The cursor effect is very good!
