I just cleared data for play store and play services and it didn’t seem to effect anything except my Google play store history is gone.
YMMV though.

Nothing intentional, there is no filter on my side, the app is enabled for all available countries, from Albania to Zimbabwe.
I will try to toggle it, maybe this will fix the issue, who knows.
