Is it intended that everything of a template but the *user menu” gets restored as it was saved meaning no adjustments (items, background etc) of the user menu are stored within a template so the user menu will always be default when restoring/installing whatever template?

No, this is a bug but I think I understand why. When a desktop is exported the launcher traverses the desktop recursively, looking in folders and panels for sub containers. The user menu is a bit special, this is a folder whose icon isn’t on a desktop, as a consequence it isn’t exported, and hence it gets recreated with its default configuration the first time it is used…
I think it can be fixed.

If there wasnt a fix I could still create a normal folder which will then be persistent.
