If double tap to wake works on your device it is not tied to the launcher you use. Double tap to sleep can be accomplished using tasker or possibly root.
The stock launcher is a system app and has extra privileges which lightning has not. However I’m not sure if thats relevant here.
Some third party launchers (like Nova or Total Launcher) have the “bouble-tap to lock” without any specific permission so I don’t think why LLx couldn’t do that.
But it’s different from “double-tap to sleep” and I don’t know a way to only shut-off screen without locking it …

Putting the device to sleep requires Device Admin privileges, which Lightning does not have.
Double tap to wake must be supported on kernel level. No installed app can provide that.

screen locked ≠ screen off ≠ sleep mode. Even if the screen is off that does not mean the device is in sleep mode.
