More exactly with a panel you could make a docked bar (pin the panel for this). Or you could make a side bar that can be shown/hidden using a folder (more infos here: http://www.pierrox.net/android/applications/lightning_launcher/wiki/doku.php?id=folders#create_a_side_bar)
