Maybe the wallpaper is too small to be scrolled too. You may want to apply a manual size in the wallpaper section too.

Pierre Hébert I also thought of the same thing… I tried to use quicpic to set without cropping the image… But I think it’s cropping it… And even htc gallery also is doing the same thing…. My phone is automatically cropping the image… That’s what I feel… How can I change this..?

Your size settings seem fine. If the wallpaper size is bigger than the screen size, then it should scroll.
In the end the original wallpaper size and cropping doesn’t really matter if it is overrriden in the launcher : the system UI will scale it to reach the requested dimension.
So it means I don’t know why it does not scroll 🙁

Maybe try one of the live wallpaper on the Play Store that are specialized in wallpaper scrolling and animation.
The builtin wallpaper manager is subject to manufacturer customization and works differently between Google, HTC or Samsung.
