Lightning doesn’t check whether the permission is turned on but whether it is allowed to draw over other apps. That’s a subtle difference: it indicates that somehow the firmware on your Z5 doesn’t allow Lightning to create an overlay. Either this is a bug (try to reboot?) or it is linked with a custom Sony feature.
