If you disable script execution in General settings, the items in the user menu (the folder with shortcuts) don’t work.
Maybe if a ‘reserved’ script (id<0) is about to run and script execution is disabled ask to enable it? Or simply let those scripts run always even if that setting is off?

Good catch! Let’s be honest, “bug” is the right word for this “unexpected behavior”.
I will select the second option (builtin scripts can run even if scripts are disabled)
