I’m running 4.0.2 rooted. Status bar will not hide or toggle. Even if I make a status bar toggle shortcut on my homescreen. Transparent never worked, but was previously able to be hidden before the option was moved to the new “system bars” location.

Good news, it does not work on the emulator with 4.0.3 (near enough from 4.0.2)! Its fine on 2.3, 4.3,4.4,5 though…
Anyway if I can reproduce it I can fix it.
