I Think i found a bug.
On the first screen i have a sliding in folder. At the bottom i have a shortcut which add’s a object (app).
But the objekt isn’t added to the folder but to the desktop. See second screen.

Under Folder Settings/This Folder/Auto close. I’m assuming you have this checked? Try unchecking it and test

The issue is that the folder is closing before the item is launched.
I think your post should be more of a feature request than a bug..
New feature:
Allow you to pick weather those lightning launcher shortcuts are applied to the folder or the desktop regardless of ‘auto close’
