The version 12 brought improvements to already excellent launcher. However, none of the 12.* releases is usable on devices with high resolution retina displays (e.g. Pipo P1 with 2048×1536 display; Android 4.4.4.). The problem is in the wallpaper tinting code – regardless of the wallpaper picture and regardless of the selected tint the result is always fully white background. The last version usable on retina tablets is 10.2, where the tinting code does not actually apply any tint and the “tinted” wallpaper equals the original bitmap image.

10.2, are you sure? This version is almost one year old and I see nothing in it related to wallpaper.
Anyway, add a blank item, set its background color to whatever you like (adjust alpha), set it non clickable, pin it, enlarge it so that it covers the screen and move it behind all other items, it should do the trick.
On a side note, I don’t think that no tint makes the app unusable.

Just an FYI: Retina displays are a Samsung technology licenced exclusively to Apple. Not all high resolution screens are Retina displays.
I have no issues on my 2560×1440 display and haven’t seen reports from other users with issues. That suggests it may be a hardware specific issue or an issue with the ROM your device uses. If not it could simply be an issue with incorrect settings.
Are you sure you have set the correct backgrounds? There are several backgrounds that layer on top of each other – system and desktop as well as the image and content backgrounds of items in the desktop.
Personally I’d try reinstalling LL though it sounds like you’ve already tried that. A factory reset could also be worth a try. It would really help Pierre Hébert if you can provide as much info as possible to narrow down the cause. If you have multiple devices you can test on I expect that may be quite helpful.

“Retina” is a trademark, registered by Apple in the U.S. and Canada.
I reckon that means that in the rest of the world, companies can call it that if they want (pipo).

The point being that the term doesn’t really have a definition outside of marketing, but I believe, at least implies a higher than normal pixel density.

The wallper tinting has indeed never worked on any of my Rockchip-based tablets with retina display (it’s not marketed as retina, but in fact it’s the same 2048×1536 9.7 inch display that is used used in iPads). Pierre may be correct that the root cause lies in the ROM or in the Rockchip hardware. In LL 10.* the tinting has no effect at all, while in LL 12.* the result is white background. The same applies to the app drawer background – it’s pure white.
