Yeah just tap once to resize tap twice to scale and tap 3 times to rotate you will see the arrows around the icon/widget change on each press the curved arrow means your in rotate mode.

Just remember to switch to free layout mode first.

The fun part is when rotated, one is able to skew the item. You are able to do that with option #2 that the others commented. A circle can be like an ellipse, a rectangel like a romb/diamondshape.
