For full theming is there a chance we could use 9patch for the desktop menue popup, the app picker popup that appears for sharing an image and the widget add menue?

Only for the desktop menu. These three menus all uses 9 patches but only one is under the control of LL: the desktop one. The other two are managed by Android.
The desktop menu is somewhat complex to customize though, because it includes a small triangle whose position varies, hence it is made of several images and customization of this menu requires customization of the triangles too.
