1) assistant cross
If user is in edit layout mode and some icon is not in grid mode (is in free mode), after long tap and moving this icon, show him assistant cross for better placement. (center of cross will in center on icons, or widget).
2) scroll bar
User can put to destkop scroll bar (same way as for example stop point). a) If user put scroll bar to left or right side, after swipe (down, or up) on this scroll bar, screens will be very very Quickly changed (only on one desktop / if user have more screen in this way (up/down) on destkop).
b) if user put scroll bar to top, or bottom, after swipe (left, or right) doing same function as a), but in way left/right.
There should also be a function to set the appearance of the scroll bar.

Scrollbars are a good idea. It can be done with scripts but this is tedious and requires quite a lot of skills, it would be better to have this built into the launcher.
Maybe assistant crosses could be merged into the current snapping lines, and use a separate color ? For instance blue when no snapping, green when snapping ?

1) long tap and moving will doing move with screen. Single tap to handle of scroll bar will be set for some gesture/ll action (for example: open some folder with some widget, etc.). Scroll bar – enable pinned and unpinned position.

As you suggested blue when moving and green when snapping. But make them easy to differentiate.
Also, talking about snapping, why not snap with page boundaries too?
