When user first time open “Picture editor” (for example for changing icon), please preset as default this option – Application. Some app have everybody in device. But Icon pack may not have any installed.

But most people who change an icon will want to change it with one from an icon pack, everyone has at least 1 icon pack unless they just flashed a new ROM.
