I can see quite a few use for that from sliders to pop-up/close folders upon reaching a specific position. and more. It is worth requesting it separately from sliders for lockscreen.

Not sure if I’m interpreting this correctly, but I was thinking it would be sweet of you could have an action on a scrolling point. For example if you hit a scrolling point it would open a folder /show notification bar / launch app.
