Is there a way to change the color of, or just remove the line that shows up under the folder name inside the folder? I see how to change the name color but the line stays white.

No unfortunately 🙁 Maybe the best is to remove the title and add another custom one, using the box border.

You may add a dummy shortcut, hide its icon and set its bottom border as you like. Then move this item at the top of the folder and possibly pin it. This should do the job.
