The thing is that item gestures are relative to the item, not to the screen. Better to explain:
1) in free mode place an item
2) add an action to ‘swipe down’
3) turn the item 180° (upside down)
4) now you need to swipe up to activate the gesture
Also, when the item is turned, the other ‘arrows’ to resize are relative to the item also, so in the previous item if you resize it to the left, it will, but because of it are upside down it will be resized to the left of the screen.
This need to be known, but just in case I wrote it.

Indeed this is a bit strange at first. The reason is that events are translated into the item coordinate space. For instance if you have a scrollable widget and turn it 90°, you need to move the finger horizontally to scroll it. And as a consequence swipes follow the same logic.
Regarding handles this is more a (well known) bug than a feature 😉
