I imagine there is a way to make these look like there over an icon like in the picture. It would probably also take most of us a far amount of time to make them look well.
I have noticed a few launchers add these notifications with addons or plugins.
There are I believe also apps in the app store that make widgets that look like icons with this ability.
Personaly I would like to be able to configure these notifications from the icon custimization window via a separate notifications tab.
If it were something that takes a fair amount of resources a seprate plugin would be nice so people who wouldent use it don’t have to spend the resources.
