To answer your question, you can make a bookmark to the position you want and trigger that.

Answer would be:
Either use the geometry editor (in edit mode, display it using the “directional pad” icon), or drag&drop in the hierarchy screen (long press / items / hierarchy)

Ok, apparently G+ has added the ability to restrict your account by age or geography. That is probably the issue.

These settings can only be accessed on a computer.

I’m a little unclear. I think I found setting for who can see what, but I can’t tell if that applies to communities, just my profile, or just things I post on my page. The link you provided point to help for the previous G+. Since I don’t see a gear icon or anything like an Audience tab, I don’t think it applies to the G+ site/app I’m using. I’ll keep looking.
