When I enable scrolling for system wallpaper, this working for left and right. But not working for top and bottom way, of course I have screens in vertical direction.

This is device and manufacturer dependent. There’s a way to make it work, but there are two issues:
– it has the power to crashes some devices
– on most other it will enlarge the wallpaper and it generates lots of complaints.
Usually the system adjusts the wallpaper height so that it fits the screen, because traditional launchers don’t scroll vertically.
It is possible to ask the system to enlarge the wallpaper but:
– it is a “suggestion”: some devices do, some devices don’t, but you never know whether it’s been applied or not
– it is limited, for instance on my test device this is less than two screens height.
If it worked, then it was a bug in your system, or maybe you used a live wallpaper.
