This is mostly used for desktops where the status bar is transparent or translucent. It allows the desktop to use the full screen. In the context of the app drawer it doesn’t make really sense when the action bar is displayed indeed, but it does if it is hidden.Â
Usually Lightning doesn’t prevent useless options combinations because no one knows what could be done with unusual setup (and good things appear sometimes) and also because… this is more work.
