Do nine patch pings get included when you make an apk for a theme? Or do you need to give out a seperate file with the images and have the end user apply them?

This is part of the launcher data, the same way as icons. Hence the template contains 9 patches and nothing has to be done by the user. Did you experienced some problem here ?
