Seems broken to me too. I say broken because editing panel options appears to have the option for it. Perhaps im in the desktop options by mistake. I don’t use panels myself.

As of today the gesture is intercepted by the top level desktop. The panel has this ability, but currently the pinch gesture does not reach it, so yes it’s a kind of bug. Though I believe this is better this way because it is easier to navigate (IMHO).
