It is not exactly true.
The fact is that a pinned icon is always in the main part of the screen (the one with the white border and the ‘Home’ grey icon in edit mode)
This is true even if you scroll, so if you want to put an icon in a pinned folder you need to scroll to that part of the screen, even if you don’t see the folder in the same position.
NOTE: This is based on my personal experience.

I think that Grace-Ann Curby is right, this is not natural to drop items on a place where the folder is not visible, even if this would have been there if not pinned, this is more a bug than a feature 😉

About this bug: What I discover based on my experience is that the layout of pinned items (horizontal, vertical and both) is different to the non-pinned object. Isn’t it?
The first layout(A) is attached to the background, so you can move it. The second(B) is attached to the screen, and you can’t move it.
B is in the main part of A, as practical effects both layouts are the same so this situation produces some bugs. I thought you know some of them, but just in case I’m going to resume them here. You can ask more information.
1) you can put an icon in a folder without seeing the folder.(fixed)2) You can’t move an only horizontal (or vertical) pinned icon outside the main part of the screen (*it is possible if you resize it)
3) if you move a pinned icon to other screen/folder and the layout is smaller(less slots), you won’t be able to see the icon unless you made the layout bigger.not exactly true. I’ll post a bug report4) when you are moving a pinned icon, the blue shadow(where it is supposed to be) are shown in A, not in B.
EDIT:
5) If a pinned item has the action ‘open launcher menu’ (long tap, swipe…) it will open the pop-up in A position, instead of B. This is why one of the last bugs still happens (when the pop-up is not showed)
