Probably due to the auto sort feature or possibly that its an app drawer and not a desktop.
In “all apps a-z” Leaving scroll direction set to auto and turning on “Fit desktop to items” still allows me to scroll horizontal into areas with no items.

I tried to replicate the bug but I believe you are just switching from all apps or visible apps to hidden apps without any apps hidden resulting in a blank hidden apps page.
