Can I display a panel in front of a widget? Every time I try, it seems to place the panel behind the widget

I want to set up my desktop so when I swipe a widget, it scrolls a panel. I tried doing this with a desktop bookmark but can’t make it work. Will I have to use scripting for this or is there a workaround?

Pierre Hébert What exactly is saved when you save a desktop configuration? I tried loading a configuration I saved a few weeks ago but it looks like all it loaded was the wallpaper I had back then.
